چکیده
Claims that breath alcohol analyzers used in highway safety programs may produce falsely elevated results due to the presence of non-ethanol substances remains a common defense in impaired driving cases. In October 1994 and February 1999 this subcommittee evaluated the likelihood of falsely elevated breath alcohol results being caused by non-ethanol substances in the breath of conscious humans. Literature appearing in the published, recognized scientific literature that directly and indirectly addressed the issue of breath alcohol analysis specificity were reviewed, evaluated and summarized. A total of 50 articles were included in the 1994 and 1999 reports.

In many countries breath-alcohol testing is a well established method to control driving under the influence of alcohol. Various analytical principles are used to measure the alcohol concentration in expired breath, such as gas chromatography, electrochemical cells, semiconductors, and infrared spectrometry. There have been a considerable number of cases litigating the validity of the forensic breath alcohol test and the potentials for a false positive ethanol reading. Measuring the concentration of alcohol in body fluids represents a large part of the workload at forensic science and toxicology laboratories. In traffic-law enforcement, breath-alcohol testing is used worldwide for roadside screening and for evidential purposes. Many jurisdictions have adopted per se laws which make it a crime to drive with a blood- or breath-alcohol concentration above a pres...
